1 Funding objective, funding purpose, legal basis
The Republic of Korea (Korea) is a strategic partner of Germany, particularly in the field of scientific and technological cooperation (S&T cooperation). Based on the 1986 agreement on S&T cooperation with Korea, cooperation in the fields of research, technology and innovation is to be further intensified.
The Federal Ministry of Research, Technology and Space (BMFTR) and the Korean Ministry of Trade, Industry and Resources (MOTIR) support joint projects through strategic project funding measures to promote cooperation between Germany and Korea. The measure aims to promote joint research projects of mutual interest and thus contribute to increased S&T cooperation between Germany and Korea.
This funding programme is part of the High-Tech Agenda Germany. The "Semiconductors" thematic area also picks up on the objectives of the German government's microelectronics strategy. The thematic focus "AI-based assistance robotics" also addresses the BMFTR's "Robotics research" action plan. Semiconductors and AI-based assistance robotics are among the central key technologies. While semiconductors as the basis of modern electronics enable innovative solutions for energy efficiency, digital infrastructure and Industry 4.0, AI-based assistance robotics opens up new perspectives in personalised care, the world of work and everyday life. Both areas complement each other: advances in semiconductor technology are driving the performance of intelligent robotic systems
- and conversely, AI research is inspiring the development of smart, energy-efficient chips. Together, they are helping to overcome social challenges and sustainably improve quality of life.
Germany and Korea have recognised the importance of these topics and both countries have strong capabilities in these areas.
The German government's "Future Strategy for Research and Innovation" sets thematic priorities for research and innovation. The priority tasks for the future include the digital economy and society, sustainable economic activity and innovations in the world of work. The funding programme is aimed in particular at small and medium-sized enterprises (SMEs) that want to establish themselves on the market and become more competitive.
R&D is the starting point for establishing innovative products and services in this area. SMEs play a particularly important role here, as they are not only a key driver of innovation, but also represent an important interface for the transfer of research results from science to industry. In this way, investments in R&D secure jobs and the standard of living in the future.
Funding objective
The aim of this funding programme is
a) the development of technical innovations or adaptations to the conditions in the partner country in the funding priorities listed under point 2 and a significant increase in the degree of technological maturity that will enable the subsequent market launch of products, processes, procedures or services,
b) increasing the number of German companies that are active on the Korean market or are planning specific activities,
c) the intensification of STC with Korea and the strengthening of German-Korean partnerships and networks.
The objective of the measure has been achieved if, at the end of the funding period,
a) the funded projects show a significant increase in the degree of technological maturity and ideally market-ready prototypes or demonstrators have already been developed and the results have been secured by property rights (e.g. patents) or published in relevant trade journals,
b) the German industrial partners of the R&D alliances have become active on the Korean market or are planning to enter the market or have expanded existing activities,
c) the quantity and quality of German-Korean R&D partnerships has been increased and a continuation is planned, for example through (applications for) follow-up projects, new institutional partnerships, joint study programmes, joint economic activities of the industrial partners.
1.2 Purpose of funding
Funding is provided for bilateral R&D projects involving science and industry (2+2 mode). The involvement of German SMEs in particular is intended to ensure a high level of practical relevance and subsequent commercial usability of the research results in order to make an overall contribution to a more sustainable economy. The funded projects should also serve to prepare applications for follow-up projects, for example to the BMFTR, the European Union (EU) or funding organisations such as the German Research Foundation (DFG).
The results of the funded project may only be used in the Federal Republic of Germany or the European Economic Area (EEA) and Switzerland as well as in Korea.
1.3 Legal basis
The Federal Government will award grants in accordance with these funding guidelines, Sections 23 and 44 of the Federal Budget Code (BHO) and the administrative regulations issued in this regard, as well as the "Guidelines for Grant Applications on an Expenditure Basis (AZA/AZAP/AZV)" and/or the "Guidelines for Grant Applications on a Cost Basis by Commercial Enterprises (AZK)" of the Federal Ministry of Research, Technology and Space (BMFTR). There is no entitlement to the grant. Rather, the granting authority decides on the basis of its dutiful discretion within the framework of the available budget funds.
According to these funding guidelines, state aid is granted on the basis of Article 25 (1) and (2) (b) and (c) and Article 28 (1) of the EU Commission's General Block Exemption Regulation (GBER). Funding is granted in compliance with the common provisions set out in Chapter I of the GBER, in particular taking into account the definitions set out in Article 2 of the Regulation (see the Annex on State aid requirements for the funding guideline).
2 Object of the funding
This funding guideline provides funding for collaborative research projects that address one or more of the following topics in international cooperation with partners from Korea in accordance with the funding purpose described above:
Topic 1: Semiconductors
Power semiconductors,
Automotive semiconductor,
Memory technologies: (MRAM, FE-RAM), (open-source) tools for design automation, new concepts at component level (memory controller, error correction, data compression, computing in memory, trustworthiness, security), preferably based on RISC-V,
Advanced packaging: Heterointegration, chiplets, design tools and standardisation for chiplets, split manufacturing
Failure analysis and testing: AI methods for automated failure analysis, new concepts for inline process control
Green production in electronics: Reduction of energy and resource consumption in semiconductor/electronics production, avoidance of critical and/or ecologically questionable materials.
Topic 2: AI-based Assistance robotics
Multi-purpose robots for cross-application use in Health and Medicine including
care robotics
therapy robotics/therapeutic robotics
social robotics
collaborative robotics
public robotics
humanoid robots
The projects should have a high degree of practical relevance, provide insights and usable research results in the specified fields of application that lead to new technologies, processes, products and/or services and identify strategies for implementing the research results in politics, society and the economy.
3 Recipients of grants
Universities, non-university research institutions and commercial enterprises, in particular SMEs, are eligible to apply.
The existence of a permanent establishment or branch office (company) or another organisation that serves the non-economic activity of the grant recipient (higher education institution, non-university research institution) in Germany is required at the time of payment of a grant.
Research institutions that receive basic funding from the federal and/or state governments can receive project funding for their additional project-related expenses or costs in addition to their institutional funding if they explicitly describe the relationship between the project applied for and the basic-funded activities in the funding application or clearly distinguish between the two.
For the conditions under which state aid is/is not present and the extent to which funding can be granted free of aid, see the Union Framework for State Aid for Research, Development and Innovation (R&D&I Framework).
Small and medium-sized enterprises or "SMEs" within the meaning of these funding guidelines are companies that fulfil the requirements of the European Union (EU) definition of SMEs. The applicant declares its categorisation in accordance with Annex I of the GBER to the granting authority as part of the application.
4 Special funding requirements
At least four (maximum six) eligible institutions from both countries must be involved in each project
- a maximum of three from one country. At least one commercial enterprise and one scientific institution from each country must be represented.
The partners of a collaborative project regulate their cooperation in a written cooperation agreement. Before a funding decision is made on a collaborative project, a basic agreement on further criteria specified by the BMFTR must be demonstrated (see BMFTR form no. 0110).
All funding recipients, including research organisations within the meaning of Article 2 (point 83) of the GBER, must ensure that no indirect aid is granted to companies within the framework of the consortium. To this end, the provisions of point 2.2 of the R&D&I Framework must be observed.
It is expected that the preparatory work has progressed to such an extent that it is at the "Technology Readiness Level" of stage 3 or 4 when the application is submitted (https://ec.europa.eu/research/participants/data/ref/h2020/other/wp/2016_2017/annexes/h2020-wp1617-annex-g-trl_en.pdf).
Projects submitted under this call should demonstrate the potential for long-term and sustainable cooperation between Germany and Korea.
In the event that project leaders are involved in more than one application, only one application can be selected for funding.
Funding is provided by the BMFTR for the German project partners and by the MOTIR for the Korean project partners. Project partners from other countries are eligible for the alliance, but cannot receive funding.
5 Type and scope, amount of the grant
Grants are awarded by way of project funding as a non-repayable subsidy, generally up to a maximum of EUR 1,000,000 per collaborative project for the German side and generally for a period of up to 36 months.
The basis of assessment for grants to commercial enterprises and for projects of research institutions that fall within the scope of commercial activities is the eligible project-related costs. These can be financed on a pro rata basis, taking into account the requirements of state aid law (see appendix). According to BMFTR principles, an appropriate own contribution to the eligible costs incurred is required.
The basis of assessment for grants to universities, research and scientific institutions and comparable institutions that do not fall within the scope of economic activities is the eligible project-related expenditure (in the case of Helmholtz centres and the Fraunhofer-Gesellschaft, the eligible project-related costs), which can be funded individually up to 100%, taking into account the requirements of state aid law.
For non-commercial research projects at universities and university hospitals, a project lump sum of 20% is granted in addition to the eligible expenditure financed by BMFTR. It should be noted that the project lump sum is already included in the maximum possible funding amount stated above.
The eligible expenditure/costs are based on the "Guidelines for grant applications on an expenditure basis (AZA/AZAP/AZV)" and/or the "Guidelines for grant applications on a cost basis from commercial enterprises (AZK)" of the BMFTR.
6 Other grant provisions
The "Ancillary provisions for grants on a cost basis of the Federal Ministry of Education and Research to commercial enterprises for research and development projects" (NKBF 2017) are always part of a grant award on a cost basis.
The "Ancillary Provisions for Grants on an Expenditure Basis of the Federal Ministry of Education and Research for Project Funding" (NABF) generally form part of a grant notification on an expenditure basis.
In order to carry out performance reviews within the meaning of Administrative Regulation No. 11a of Section 44 BHO, grant recipients are obliged to provide the BMFTR or the institutions commissioned to do so with the data required for the performance review in a timely manner. The information will be used exclusively in the context of the accompanying research and any subsequent evaluation, treated confidentially and published anonymously so that it is not possible to draw conclusions about individual persons or organisations.
The BMFTR supports the compatibility of family and further scientific qualification in BMFTR projects. Changes in BMFTR-funded projects at universities or institutionally funded research institutions, which are sensible and necessary due to family-related absences of scientists in early career phases, are granted with little administrative effort. In particular, extensions of the project duration and, if necessary, additional funding for the catch-up periods corresponding to family-related absences can be considered. A corresponding, briefly justified written application (by e-mail) from the project management to the responsible department or project organiser is sufficient. The prerequisite for such a change to the project is that the early career researcher makes a contribution to achieving the project objective.
If the grant recipient publishes the results of the research project as an article in a scientific journal, this should be done in such a way that the public can access the article electronically free of charge (so-called open access). This can be done by publishing the article in an electronic journal that is accessible to the public free of charge. If the article is not initially published in a journal that is electronically accessible to the public free of charge, the article should be made electronically accessible to the public free of charge (secondary publication), if necessary after a reasonable period of time (embargo period). In the case of secondary publication, the embargo period should not exceed twelve months. The BMFTR expressly welcomes the open access secondary publication of scientific monographs resulting from the project.
The grant application must confirm the existence of a research data management plan that describes the life cycle of the data collected in the project. Whenever possible, grant recipients should make the data collected as part of the project, including information on the instruments used, methods, data anonymisation and documentation, available in a reusable form to a suitable institution, for example a relevant research data repository or research data centre, after initial use, for example in the form of a scientific publication, in order to enable long-term data storage for replication and, if necessary, secondary analyses by other researchers in line with good scientific practice. Repositories should fulfil current standards for data publications (FAIR Data principles) and support the description of data through metadata and vocabularies and assign persistent identifiers (e.g. DOI, EPIC handle, ARK, URN). The data is archived and documented in the repositories or research data centres and, if necessary, made available to the scientific community on request."
7 Procedure
7.1 Involvement of a project management organisation, application documents, other documents and use of the electronic application system

The electronic application system "easy-Online" must be used to prepare project outlines and formal funding applications (https://foerderportal.bund.de/easyonline). It is possible to submit the application in electronic form via this portal using the TAN procedure or with a qualified electronic signature. In addition, it is still possible to submit applications in paper form.
7.2 Two-stage application procedure
The application procedure for German applicants is organised in two stages.
7.2.1 Submission and selection of project outlines
In the first stage of the procedure, the DLR Project Management Agency must receive
by 4 November 2026 at the latest
in written and/or electronic form by 4 November 2026 at the latest. For this purpose, the "easy-Online" outline portal at: https://foerderportal.bund.de/easyonline/reflink.jsf?m=IB-ASIEN&b=KOR262P2Z1&t=SKI
The project outline must be submitted by the German applicant together with a cooperation partner from Korea. For collaborative projects from Germany, the project outlines must be submitted in consultation with the intended collaborative coordinator.
The submission deadline is not a cut-off deadline. However, project outlines received after the above deadline may not be considered.
The length of the project outline should not exceed twelve pages.
The following aspects of the planned project should be presented in the outline:
I. General information: Project title, acronym, keywords, information on the project coordinators and partners (in Germany as well as in Korea)
II. general information on the project: summary, main objectives, state of the art in science and technology and existing intellectual property rights, scientific excellence of the project and the project partners, project management
III. work plan: Methods, timetable, specific activities with objectives and milestones, distribution of tasks among the partners
IV. financing plan: Estimated expenditure/costs
V. Assessment of the expected effect and results (impact)
VI. added value of bilateral cooperation, contributions of Korean partners, access to resources in Korea
VII. sustainability of the measure/utilisation plan: scientific-technical and economic prospects of success and utilisation, rough draft concept for science communication.

The outline must clearly show how all partners will contribute equally to the tasks and the exact structure of the project outline can be found in the Word template in the "easy-Online" outline portal under the menu item "Additional information on the funding area" or under the link https://projekttraeger.dlr.de/media/internationales/Detailed_Project_Description_KOR_MOTIR_July2026.doc.
The outline must clearly show how all partners will participate equally in the tasks and results of the project. In this context, the protection of intellectual property (intellectual property protection) also plays an important role.
A letter of intent from all partners involved must also be attached to the outline. For better coordination with the Korean partners, the project outline can be submitted in English. If an English project outline is submitted, a one-page German summary is mandatory. The project outlines received will be evaluated according to the following criteria:
I. Fulfilment of the formal funding requirements
II. compliance with the funding objectives of the announcement mentioned under point 1 and the subject of the funding mentioned under point 2
- including the technology readiness level achieved to date
III. technical criteria:
a) Technical quality and originality of the project
b) Qualifications of the applicant and the German and international partners involved
c) Scientific benefit and usability of the expected results
IV Criteria for international co-operation:
a) Quality of the cooperation and added value for the partner institutions
b) Complementarity of the project partners
c) Plausibility and feasibility of the project (financing; work steps; time frame; commercialisation/implementation potential).
The project ideas suitable for funding are selected according to the above criteria and evaluation. Interested parties will be informed of the selection result in writing.

2. 지원조건
가. 연구개발과제 연구개발비 구성
○과제의 연구개발비는 정부지원연구개발비와 기관부담연구개발비(현금 및 현물)로 구성
○과제에 참여하는 자는 정부지원연구개발비를 지원받아 과제를 수행하여야 하며, 영리기관의 경우 기관부담연구개발비 중 현금을 개별 부담하여야 함
- 수요기업의 경우 정부지원연구개발비 지원없이 과제 참여가 가능(이 경우 기관부담연구개발비는 현물만 부담할 수 있음)
나. 정부지원연구개발비 지원비율 및 기관부담연구개발비 중 현금 부담비율

5) ‘수요기업’이란 개발제품 및 기술에 대한 구매 또는 실시를 희망하여 개발과정에서 성능 평가 및 검증 역할을 하거나, 인력의 채용을 희망하여 교육 지원의 역할을 하는 주관연구개발기관이 아닌 공동연구개발기업임
○산업위기지역 소재기업* 중, 중소기업이 수행하는 과제는 예외적으로 정부지원연구개발비 지원비율을 해당 연구개발기관 연구개발비의 80% 이하로 할 수 있으며(과제 유형과 무관), 산업위기지역 소재 기업 중 중견기업이 수행하는 혁신제품형 과제의 경우에는 65% 이하로 할 수 있음
* “산업위기지역 소재 기업”이란, 「지역 산업위기 대응 및 지역경제 회복을 위한 특별법」 제8조제2항, 제9조제2항, 제10조제6항 및 제8항, 제13조와 같은 법 시행령 제6조제3항, 제7조제4항, 제8조제3항 및 제6항에서 위임한 사항과 그 시행에 관하여 필요한 사항을 규정하기 위해 산업통상자원부에서 고시한 “지역 산업위기대응 제도의 지정기준 등에 관한 고시”에 따라 지정된 산업위기대응특별지역의 주된 산업에 종사하는 기업임(지정 기간에 한함)
○ 연구개발기관이 연구개발비의 일부를 정부지원연구개발비로 지원받을 경우 부담하여야 할 기관부담연구개발비 중 현금부담비율은 아래의 표와 같음

○외국 소재 기관(기업, 대학 및 연구소 등)의 경우는 위 표에서 ‘그 외’를 적용하고 세부 사항은 국제기술협력 평가관리지침 제31조를 따름
○중견·중소기업이 ‘Ⅳ-3. 유의사항’에서 정하는 ‘청년기본채용’ 이외에 추가로 청년인력(채용시점 기준 만 34세 이하)을 신규채용할 경우, 추가 채용한 인력의 해당연도 인건비만큼 해당연도의 기관부담연구개발비 현금을 감액하여 현물로 대체 가능함
- 해당 신규인력에 대해 인건비 현금 계상 가능(대기업은 제외)
- 해당 인력의 고용이 계속 유지되는 경우, 차년도에도 해당 인건비만큼 기관부담연구개발비 현금 감액 가능
- 기관부담연구개발비 현금 감액 이후 해당 인력의 고용이 종료(퇴사 등)되는 경우 당초 인건비로 계상한 인건비(전액 또는 부족액) 반납 및 감액한 기관부담연구개발비 현금 추가 납부
3. 기술료 징수기준 및 방법
가. 기술료 징수
○ 산업기술혁신사업의 연구개발성과를 실시하는 권리를 획득한 대가로 실시권자가 연구개발성과를 소유한 연구개발기관이 지급하는 금액으로서, 기술료 및 기술료의 납부 방법 등에 관한 계약을 체결하고 해당 연구개발성과의 실시를 허락한 경우에 기술료를 징수함
- 연구개발성과소유기관이 기술료를 징수하거나 소유하고 있는 연구개발성과를 직접 실시하는 경우 해당 연구개발비를 지원한 전문기관의 장에게 기술료의 일부 또는 성과로 인한 수익의 일부를 납부하는 것을 정부납부기술료*(기술료 등의 납부)라 함
*「상법」제169조에 따른 회사 등 연구개발성과소유기관이 직접 실시하여 얻은 수익 또는 징수한 기술료 중 일부를 중앙행정기관에 납부하는 금액
- 연구개발성과소유기관이 징수한 기술료를 참여연구자 등에 대한 보상금, 연구개발에 대한 재투자, 지식재산권 출원·등록·유지, 운영 경비 등에 사용하는 경우에 기술료의 사용으로 구분함
나. 정부납부기술료 납부 대상
○ 기술료등납부의무기관이 기술료를 징수하거나 소유하고 있는 연구개발성과를 직접 실시하는 경우
다. 기술료 징수방식
○ 연구개발성과를 실시하려는 자와 계약을 체결하고 실시권의 내용 및 범위, 기술료 및 기술료 납부방법 계약을 통해 기술료를 징수한 경우, 전문기관의 장에게「기술료 징수 결과보고서」를 제출
* 정부정책 변화에 따라 징수방법 및 기준, 징수요율 등 변경 가능
라. 기술료 납부기준
○ 직접실시의 경우, 연구개발성과로 인한 수익에 기술기여도와 기술료등납부의무기관에 따른 기술료율 및 정부 연구개발비 상한 적용
○ 제3자실시의 경우, 기술료 징수액 기준으로 기술료등납부의무기관에 따른 기술료율 및 정부연구개발비 상한 적용

마. 기술료 납부기간
○ 기술료를 징수하거나 수익이 발생한 날이 속한 해의 다음해부터 5년이 되는 날 또는 연구개발과제가 종료된 날부터 7년이 도래한 날까지 징수·발생한 매년 납부
- 전문기관의 장으로부터 기술료 납부고지서를 받은 날부터 90일 이내 납부
- 천재지변, 재해 또는 중앙행정기관의 장이 정하는 사유로 기한 내 납부할 수 없는 사유가 발생한 경우, 납부기한 변경 가능
4. 연구개발비 산정 관련 산업기술혁신사업 공통운영요령 내 별첨 참고 필요
○ 연구개발비 편성 및 사용과 관련하여 향후 회계 정산 또는 상시점검 등을 통해 불인정 등의 조치가 있을 수 있으니 규정을 숙지하여 연구개발비 사용 계획 수립 및 사용 필요

- 사업을 신청하는 참여연구자의 과제 인건비계상률은 10% 이상이고 동시에 수행하는 국가연구개발사업 과제는 최대 5개 이내여야 하며, 이 중 연구책임자(세부주관책임자 포함)로서 동시에 수행하는 국가연구개발사업 과제는 최대 3개 이내여야 함
- 단, 「산업기술혁신사업 공통 운영요령」 제20조제2항의 어느 하나에 해당하는 과제는 연구개발과제 수에 포함하지 아니하나 참여연구자의 인건비계상률에는 포함함
* 참여연구자(연구책임자 및 공동연구개발기관책임자도 포함)의 과제 인건비계상률은 기관 기본사업(연구기관만 해당)에 참여하는 비율을 포함하여 100%를 초과할 수 없으며, 정부출연연구기관, 특정연구기관, 전문생산기술연구소 등 인건비가 100% 확보되지 않는 기관에 소속된 연구원의 총 과제 인건비계상률은 기관 기본사업을 포함하여 130% 이내에서 산정 가능

3. 유의사항
가. 다음과 같이 국제공동R&D의 추진 타당성이 부족한 과제는 평가에서 불이익이 있을 수 있음
○ R&D 추진에 있어 국가별 수행기관 간 상호 협력 없이 각자 독자적 R&D를 추진하는 경우 등
○ 외국기관의 단순 용역(시험, 테스트 등), 위탁과제 수행형
○ 국내에서 동일기술수준의 협력파트너를 찾을 수 있는 경우. 단, 외국파트너가 해외시장 진출에 결정적 역할을 하는 경우 제외
나. 인건비 및 인건비 계상률
○ 총괄연구책임자를 포함한 모든 참여연구자의 최소 인건비 계상률은 10% 이상이어야 하며 참여연구자가 동시에 수행하고 있는 국가연구개발사업 과제가 5개를 초과하는 경우 참여연구자에서 제외할 수 있음
- 또한 총괄연구책임자(세부연구책임자 포함하되 공동연구책임자는 제외)로서 동시에 수행하는 국가연구개발사업 과제는 최대 3개 이내여야 함
- 단, 공통운영요령 제20조2항1호부터 7호의 어느 하나에 해당하는 과제는 연구개발과제 수에 포함하지 아니하나 참여연구자의 인건비 계상률에는 포함함
다. 연구개발사업 수행자의 연구윤리 관련 유의사항
○ 연구개발사업 수행자의 연구윤리확보를 위하여 “위조, 변조, 표절, 부당한 논문저자 표시, 연구비 유용 등”의 연구부정행위 적발시 그 결과에 따라서 관련 법령 및 요령에 의하여 관련자의 징계 및 정부 연구개발사업 연구개발비 환수 및 참여제한 조치 등이 이루어질 수 있음
라. 지식재산권 및 발생품의 귀속
○ 연구개발성과는 해당 연구개발과제를 수행한 연구개발기관이 해당 연구자로부터 연구개발성과에 대한 권리를 승계하여 소유하는 것을 원칙으로 함. 단, 연구개발성과의 유형, 연구개발과제에의 참여 유형과 비중에 따라 연구개발성과를 연구자가 소유하거나 여러 연구개발기관이 공동으로 소유할 수 있음
○ 연구개발기관의 장은 해당 사업 수행과정에서 취득한 유․무형적 연구개발성과의 유지 및 관리에 대한 책임을 가지며, 연구개발성과의 실시 등 적정한 사유가 인정되는 경우를 제외하고는 최종평가 이전에는 임의로 처분할 수 없다. 다만, 기술기반의 구축을 목적으로 하는 연구개발과제의 연구개발기관이 구입한 시설 및 장비를 성과활용기간 종료 전에 처분하고자 할 때에는 장관의 승인을 거쳐야 한다.
○ 기타 산업기술혁신사업 공통 운영요령 제37조 및 제37조의2 참조
마. 청년기본채용(연구개발기관 중 기업만 해당)
○ 동일한 연구개발과제를 수행하는 참여기업들은 상호 협의를 통해 연구개발기간에 걸쳐 참여기업들의 정부지원연구개발비 합계액을 기준으로 5억원 당 1명 이상의 만 34세 이하(채용시점 기준, 군 복무 기간만큼 월 단위로 계산(1개월 미만은 올림하여 추가로 인정하되 최대 만 39세까지 한정) 참여연구자(이하 “청년인력”이라 한다)를 참여기업들 중 한 곳 또는 여러 곳에 분산하여 신규채용(채용일부터 연구개발과제 공고일까지의 기간이 6개월 이내인 연구자를 포함)하고, 이를 연구개발계획서에 반영할 수 있음.
○ 참여기업이 ‘청년기본채용’ 이외에 추가로 청년인력(채용시점 기준 만 34세 이하)을 신규채용할 경우, 추가 채용한 인력의 해당연도 인건비만큼 해당연도의 기관부담연구개발비 현금을 감액하여 현물로 대체 가능함
바. 안전관리형 과제
○ 지원대상 과제 중 별도의 위원회를 통해 「산업기술혁신사업 공통 운영요령」제2조 제1항 제40의3호에 따른 “안전관리형 과제”로 지정되는 경우, 관련 규정에 따라 ‘과제별 안전관리계획’을 제출하고 적절한 안전조치 및 점검을 실시하여야 함
○ 연구실 안전관리비 산정: 간접비 내에 인건비 합계의 1% 이상에 해당하는 금액을 「연구실 안전환경 조성에 관한 법률 시행규칙」제13조(안전 관련 예산의 배정)에 따른 연구실 안전관리비로 책정하여야 함
- 대학, 국·공립연구기관, 과학기술분야 정부출연연구기관, 특정연구기관에 한함
사. 보안과제
○ 신청자는 신청 과제의 보안등급(보안/일반)을 분류하여 이를 연구개발계획서에 표기하여야 함
○ 보안과제는 아래의 어느 하나에 해당하는 연구개발과제임
- 세계 초일류 기술제품의 개발과 관련되는 연구개발과제
- 외국에서 기술이전을 거부하여 국산화를 추진 중인 기술 또는 미래 핵심기술로서 보호의 필요성이 인정되는 연구개발과제
-「산업기술의 유출방지 및 보호에 관한 법률」제2조제2호의 국가핵심기술과 관련된 연구개발과제
* 국가핵심기술: 국내외 시장에서 차지하는 기술적·경제적 가치가 높거나 관련 산업의 성장 잠재력이 높아 해외로 유출될 경우에 국가의 안전보장 및 국민경제의 발전에 중대한 악영향을 줄 우려가 있는 산업기술로서 산업통상자원부 장관이 지정한 기술
-「대외무역법」제19조제1항 및 동법 시행령 제32조의2의 수출허가 등의 제한이 필요한 기술과 관련된 연구개발과제
-「방위사업법」제3조제1호에 따른 방위력개선사업과 관련된 연구개발과제
- 그 밖에 산업기술혁신사업 보안관리요령 제10조에 따라 보안과제로 분류되어야 할 사유가 있다고 인정되는 과제
○ 선정된 연구개발과제 중 외국에 소재한 기관ㆍ단체 또는 외국인과 공동으로 연구를 수행하는 경우에는 해당 연구개발과제가 「대외무역법」 제20조제2항에 따라 전략물자에 해당하는지에 관한 판정을 신청하여 그 결과에 따라 그 연구개발과제를 보안과제로 분류할 수 있음
○ 다만, 다음 각 호의 어느 하나에 해당하는 경우에는 해당 연구개발기관이 선정된 이후에 지체없이 보안과제로 분류해야 한다.
- 국연법 제9조제4항 단서에 따라 지정 등 공모 외의 방법으로 연구개발기관을 선정한 경우
- 보안과제로 분류되었는지를 국연법 시행령 제9조제1항에 따른 공고에 포함시키는 것이 곤란한 경우
※ (참고) 국연법 제9조제4항 단서
① 국가안보 또는 사회ㆍ경제에 중대한 영향을 미치는 연구개발과제인 경우
② 정부가 국제기구 또는 외국의 정부ㆍ기관ㆍ단체와 체결한 협정ㆍ조약 등에 따라 연구개발과제와 연구개발 기관을 특정한 경우
③ 법령에 따라 연구개발기관이 지정된 경우
④ 재난ㆍ재해, 경제여건 악화 등 사회적ㆍ경제적으로 긴급한 상황에 대응하기 위하여 정책적으로 국가연구개발사업의 추진이 필요한 경우
⑤ 연구개발과제를 수행할 수 있는 연구개발기관이 한정되어 공모를 진행할 실익이 없는 경우
아. R&D 자율성 트랙
○ R&D자율성트랙은 연구개발기관이 선정된 이후 주관연구개발기관이 선택적으로 신청할 수 있고, 해당 과제가 R&D자율성트랙으로 선정되면 R&D 수행절차를 완화해 주는 특례 적용을 받을 수 있음
○ 연구개발기관 선정 및 협약 후 주관연구개발기관이 ITECH 산업기술R&D정보포털(itech.keit.re.kr)에서 수시 신청

○ 연구자율성 촉진을 위한 특별요령 제9조(R&D자율성트랙 특례)에 따라 다음과 같은 내용을 지원
- 자율적인 최종 목표의 변경, 공동연구개발기관의 변경
- 신규채용 여부에 상관없이 참여연구자에 대한 현금인건비 사용
- 건당 단가금액 기준 1억원(부가세 포함) 미만 연구장비 또는 연구시설에 대한 중앙장비심의위원회 심의 생략
- 연구개발비 내 비·세목 간 예산 변경
- 연구개발비 자체정산 가능

신청방법 및 접수처
1. 신청요령
○ 양식교부: 한국산업기술진흥원 홈페이지(www.kiat.or.kr) 및 과제관리시스템(www.k-pass.kr)의 해당 공고 첨부파일 참조
○ 신청방법: 계획서 및 첨부서류는 온라인 접수(오프라인 서류 제출 불필요)
- 온라인 접수처: www.k-pass.kr
< 통합회원가입 → 온라인 등록 → 파일 업로드 → 접수확인증 출력 >
①통합회원가입: 총괄연구책임자 및 연구개발기관이 KIAT사업관리시스템(https://www.k-pass.kr)에 등록되어 있는지를 확인하고, 등록이 되어 있지 않은 경우 신규 회원 가입
②온라인 등록: 신청기관 및 연구개발계획의 공통적인 내용 일부를 기입하는 것으로, 신청접수시 과제접수시스템(https://www.k-pass.kr)을 통해 총괄연구책임자가 직접 입력
③파일 업로드: 신청 연구개발계획서 전체의 내용을 작성·업로드하는 것으로, 한글 등 문서파일로 양식을 다운받아 해당내용을 작성한 후 KIAT사업관리시스템(https://www.k-pass.kr)에 작성한 파일을 업로드
④접수확인증 출력: 접수확인을 위한 접수증 출력한 후, 신청·접수 완료 확인(제출 불필요)
* 연구개발계획서 접수: www.k-pass.kr→로그인→과제신청→신규과제신청→공고명 선택→온라인 접수→제출→접수증 출력 및 확인
* 전산등록 마감일에는 전산 폭주로 인하여 접수가 지연되거나 장애가 발생할 수 있으므로 사전에 접수 완료 및 제출 요망. 또한, 안내된 전산접수 마감일 시각 이후 전산접수 불가(마감시간에 작성중인 경우도 불가)
* 전산등록 시에는 주관연구개발기관의 총괄연구책임자가 로그인하여 전산등록(회원가입 필요)
* 전산등록한 총괄책임자의 E-mail 및 휴대폰번호를 통해 진행 일정 등이 안내되므로, 정확한 연락처 입력 必
* 직인이 필요한 별첨 서식의 경우 스캔본 업로드를 원칙으로 함
* 제출된 서류 및 연구개발계획서 등이 허위, 위․변조, 그 밖의 방법으로 부정하게 작성된 경우 관련 규정에 의거, 선정 취소 및 협약해약 등 불이익 조치함
* 제출된 서류는 일절 반환하지 않음
